§ 14.22.090. Waterworks districts.
In those cases where all of the benefited property has not paid a proportionate share of the cost of any extension constructed pursuant to this chapter, the city will, within sixty days after its acceptance of the extension, establish a waterworks district by the adoption of a resolution which shall:
(1)
Have an attached plat showing the boundaries of the district, the location of the extension and the location of each parcel of benefited property;
(2)
Charge each parcel of benefited property which has not paid a proportionate share of the cost of the extension with a connection fee, the amount of which shall be based upon the cost of the project and the benefit to each separate parcel resulting from the extension;
(3)
Provide that, if not theretofore paid, the connection fee must be paid to the city when an application for a water connection is filed with the city;
(4)
Provide that all connection fees collected by the city pursuant to the resolution are to be paid to the applicant within sixty days after receipt thereof by the city;
(5)
Provide that all charges to the benefited property resulting from the extension terminate ten years after the date of the adoption of the resolution.
