§ 2.04.060. Appointment of officers.

  • All appointive offices are to be filled in the following manner:

    (a)

    The mayor shall appoint the police chief and the attorney with the approval of the council.

    In the event that an individual from within the existing personnel is appointed police chief and is relieved of his/her duties as police chief for other than illegal or serious major violations of the Wilton police rules and regulations manual or the Wilton personnel policy manual, he/she shall automatically assume the regular duties of the position that he/she held prior to appointment of police chief. Wages shall be reduced accordingly to the police base salary set by the city.

    In the event that an individual is hired from outside the existing city police personnel to serve in the capacity of police chief, he/she shall serve in that capacity for a minimum of one full year before becoming eligible to receive the benefits enumerated in this section. If he/she is relieved of his/her position prior to this one-year qualifying time period, the individual may also be relieved of his/her employment with the city of Wilton. If the individual, in this case meets the pre-qualifying length of service at the time he/she is relieved of the duties of police chief, he/she shall assume the rank of patrolman and the corresponding pay in effect as of that date as outlined in the police base salary resolution.

    In the event that an individual is hired from outside the existing city police personnel to serve in the capacity of police chief, and this eligible individual (as defined in the previous paragraph) who was demoted decided not to seek employment elsewhere, the individuals with the least number of years of service on the department at that time, including the recently demoted police chief, may be laid off from employment with the city, unless the city council finds it necessary to increase the number of members employed by the department.

    The establishment of this provision shall in no way prevent dismissal for illegal activities or for serious major violations of the Wilton police rules and regulations manual or the Wilton personnel policy manual.

    (b)

    The council shall appoint the clerk-treasurer, the deputy clerk, and the city administrator.

    (c)

    The fire chief shall be elected for a term of two years by the members of the Wilton volunteer fire department, but the election shall be subject to the approval of the city council.

    (d)

    All other officers shall be appointed or selected by the council unless otherwise provided by law or by ordinance.
