§ 2.10.040. Duties.

  • The duties of the administrator shall be as follows:

    (1)

    To supervise enforcement and execution of all city ordinances;

    (2)

    To attend all meetings of the council and other city commissions and boards, unless excused by the mayor;

    (3)

    To recommend to the council such measures as he may deem necessary or expedient for the good government and welfare of the city;

    (4)

    To supervise the performance of all contracts for work to be done for and materials to be furnished to the city;

    (5)

    To supervise the sewage system and plant, the upkeep and repair of city streets and the garbage collections;

    (6)

    To supervise the construction, improvement, repair, maintenance, and management of all property, capital improvements and undertakings of the city, including the making and preservation of all surveys, maps, plans, drawings, specifications and estimates for capital improvements;

    (7)

    To purchase all materials and supplies, and to make certain that such materials and supplies are received and are of the quality called for by the contract;

    (8)

    To employ, promote or reclassify, with recommendations from the appropriate department head and appropriate committee chairperson, and subject to final council approval, any city employee for departments or areas under the administrator's supervision and jurisdiction, except police department personnel, all subject to the provisions of the Veteran's Preference Law (Chapter 70 of the Code of Iowa) and the Civil Service Law (Chapter 400 of the Code of Iowa). Subject to requirements of state law, this Code of Ordinances and city personnel policies, the administrator shall have the power to reprimand or to suspend without pay any employee for a period not to exceed ten days; or, with council approval, discharge any city employee who has not performed his or her duties in a satisfactory manner, except police department personnel;

    (9)

    To discharge any city employee except police department personnel, but only upon majority vote of the city council;

    (10)

    To appoint or employ persons to fill all places for which no other mode of appointment or employment is provided;

    (11)

    To summarily and without notice investigate the affairs and conduct of any department, agency, officer, or employee under his supervision;

    (12)

    To perform all other duties delegated to him by the council;

    (13)

    To nominate for council appointment a city clerk to perform the duties of the administrator when the administrator is absent, and to perform such other duties as assigned by the administrator;

    (14)

    To administer oaths of office as prescribed by law in the absence of the city clerk;

    (15)

    To have direct financial management over all city departments;

    (16)

    To prepare city budgets and supervise city expenditures in all city departments, except that the administrator may delegate such authority as he deems appropriate to the city clerk;

    (17)

    To formulate policy with the approval of the city council, within the framework of the ordinances of the City of Wilton and the laws of the state of Iowa.

    (18)

    To serve as liaison between the city council and independent commissions, other public bodies, other city departments, and similar institutions, and to investigate any potential joint arrangements with such institutions and make recommendations for such arrangements as are mutually acceptable to the city council;

    (19)

    To assist the city council and the planning and zoning commission in the carrying out of the comprehensive plan of the City of Wilton and to assist in all other forms of planning within the government of the City of Wilton;

    (20)

    To act for the city in the exercise and execution of all policies and programs when the city is involved on a joint basis with any other governmental subdivision, including any subdivision of the state of Iowa or the United States of America;

    (21)

    To maintain and keep updated and inventory of all properties of the City of Wilton;

    (22)

    To keep apprised of grants that may be available to the City of Wilton and to apply for available grants, and administer any city grants;

    (23)

    To supervise the operation of the Wilton Community Center, including direct supervisory authority over the director of that facility. The administrator, in conjunction with the community center board will evaluate the performance of the community center director's work performance on at least an annual basis and complete a written evaluation;

    (24)

    The mayor and city council may delegate duties to other city officials through a majority vote of the whole council.
